Article 48 — Emergency Authority

1. 1.

   In circumstances threatening the continuity, order, or functioning of the State, the Sovereign may issue extraordinary measures having the force of law.

   Extraordinary measures may be issued in response to war, insurrection, grave disorder, disaster, or other emergency as determined by the Sovereign.

3. 3.

   Extraordinary measures shall state the emergency grounds and, where practicable, their intended duration and scope.

4. 4.

   Extraordinary measures may temporarily modify the operation of ordinary law, but shall not be construed to abrogate the sovereignty vested in the person of the Sovereign or the structural continuity protected by Article 51.

5. 5.

   Extraordinary measures shall be recorded and, where practicable, published in the Royal Kaharagian Gazette.
