Article 34 — Human Dignity and Social Justice

Human dignity is inviolable. It must be respected and protected by all authorities and all persons.

The welfare of the individual and that of the community are inseparable. Social solidarity and mutual responsibility sustain the common good.

The State shall, according to its means, take measures directed to:
- the provision of adequate food, water, housing, and health care
- the advancement of education
- social security and assistance for those in need
- the protection of workers and fair conditions of employment
- the reduction of inequality
- the protection of the environment for present and future generations.

Special protection is owed to vulnerable persons, in particular:
- children, whose best interests must be a primary consideration in all actions concerning them
- the elderly, persons with disabilities, and others unable to fully protect their own interests
- victims of exploitation, abuse, or violence.

Every person has duties to the community and to other persons. The exercise of rights must have regard to the rights of others and to the requirements of public welfare, morals, and order.

No person shall be subjected to exploitation, in particular:
- slavery, servitude, or forced labour
- human trafficking
- economic exploitation or the unjust deprivation of the fruits of one’s labour.

7.
The State shall respect and protect cultural diversity within the Kaharagian Nation.

The State shall promote the welfare of its nationals and all persons within its jurisdiction.

9.
These principles guide the interpretation and application of all laws but do not of themselves create enforceable rights except as given effect through specific legislation.
