Article 38 — Hierarchy of Law

   These Fundamental Laws and Principles are supreme.

   Codes enacted under their authority govern defined areas of civil, administrative, and public order.

3. 3.

   Organic Acts organise institutions of State and may establish organs, offices, and procedures.

4. 4.

   Sovereign Decrees execute and implement law and may regulate matters committed to them by Code or Act.

5. 5.

   Administrative Regulations govern internal procedures and the functioning of organs, and shall not impose obligations upon persons outside the administration except as authorised by superior law.

6. 6.

   Customs and constitutional traditions of Kaharagia may be used as interpretive aids and, where expressly recognised, as sources of law.

7. 7.

   In case of conflict between norms of the same rank, the later in time prevails unless otherwise provided; in case of conflict between ranks, the higher rank prevails.
