Article 41 — Interpretation

1. 1.

   The interpretation of all law shall respect the unity of Crown, State, and Nation and the constitutional traditions of Kaharagia.

2. 2.

   Law shall be interpreted according to its text, context, and purpose, in a manner that promotes coherence of the legal order and the continuity of the State.

3. 3.

   Where the meaning of a provision is doubtful, preference shall be given to an interpretation that preserves sovereign authority, institutional continuity, and public order.

4. 4.

   Terms shall be construed consistently across the legal order unless a particular instrument clearly provides a special definition.

5. 5.

   Headings, titles, and structural divisions are aids to interpretation but do not override clear operative text.
