Article 4 — Relationship of Nation and State

The State embodies the Kaharagian Nation and exists to govern, preserve, and maintain its institutional continuity under the Crown.

The Nation is the community of nationals; the State is the legal and institutional order through which the Nation is governed.

The State shall preserve public order, administer justice, and provide for the common welfare, in accordance with these Fundamental Laws and Principles and the law.

Public institutions and offices exist for the service of the State and the Nation and derive their authority from the Sovereign.

The official language of the State is English. The Sovereign may by decree recognise additional languages for ceremonial, liturgical, or cultural purposes.

The State may act for the Nation in external affairs and in relations with other states and entities, as determined by the Sovereign.

The State exercises jurisdiction on a personal and consensual basis. Upon the lawful acquisition of territory, the State may extend its jurisdiction on a territorial basis in accordance with these Fundamental Laws. The absence of territory does not diminish the legal personality, sovereignty, or authority of the State.
