Article 5 — Nature of Sovereign Authority

1. 1.

   Sovereign authority is unified, indivisible, and vested in the person of the Sovereign.

2. 2.

   Sovereign authority comprises the plenary power to legislate, govern, administer, and adjudicate within the State, to represent the State externally, and to levy taxes, duties, and fees as provided by law.

3. 3.

   No portion of sovereign authority may be alienated, partitioned, or permanently vested in another person or body except as expressly declared by the Sovereign in the form of law.

4. 4.

   The Sovereign may exercise authority personally or through delegated organs; delegation does not divide sovereignty.

5. 5.

   In case of doubt as to the scope of any delegation, the authority retained by the Sovereign shall be presumed.
