Article 10 — Exercise of Authority

1. 1.

   The Sovereign exercises supreme authority and may delegate administrative functions to ministers, officials, and organs of government in accordance with law.

2. 2.

   Delegation may be made by Code, Act, Decree, commission, warrant, appointment, or other instrument of State, and may specify scope, conditions, and duration.

3. 3.

   Delegated organs exercise authority in the name of the Sovereign and remain subject to direction, supervision, and recall.

4. 4.

   Acts performed within the scope of valid delegation bind the State; acts performed without authority are voidable and may be ratified by the Sovereign.

5. 5.

   The Sovereign may reserve any matter to personal decision and may require any delegated act to be submitted for approval.
