Article 17 — Non-Derogation of Sovereignty

No Code, Act, or Regulation shall be interpreted as limiting the sovereignty vested in the person of the Sovereign unless expressly so provided.

Waivers of sovereign prerogative, immunity, or reserved powers shall not be implied; they must be stated in clear and specific terms.

3.
Grants of jurisdiction, competence, or authority to any organ do not restrict the Sovereign’s power to direct, suspend, reorganise, or abolish that organ, unless expressly and solemnly declared by law.

Where two interpretations are reasonably open, the interpretation preserving the unity and supremacy of sovereign authority shall prevail.

Nothing in this Article affects the binding force of these Fundamental Laws and Principles themselves.
