Article 15 — Inviolability

1. 1.

   The Sovereign is inviolable and not subject to suit, prosecution, or compulsory process before any court or tribunal.

2. 2.

   No warrant, summons, subpoena, order, or other compulsory instrument shall issue against the person of the Sovereign; any such instrument is null.

3. 3.

   Acts of State of the Sovereign shall not be questioned in any court as to their validity, except as the Sovereign may expressly permit by law.

4. 4.

   Nothing in this Article prevents the Sovereign from voluntarily hearing petitions, receiving representations, or consenting to procedures established by law.

5. 5.

   The inviolability of the Sovereign does not of itself prevent claims against the State in accordance with Article 16.
