Sovereign Decree Determining the Flags of Kaharagia, Their Legal Status, Specifications, Precedence, and Lawful Use

WHEREAS flags are legal instruments and visible symbols of sovereignty, jurisdiction, allegiance, and authority exercised by the Crown, the State, and the People;
WHEREAS clarity, uniformity, and legal certainty regarding the design, status, precedence, and use of flags are essential to constitutional order and public administration;
WHEREAS it is necessary to confirm the National Flag of Kaharagia, to establish distinct civil, state, cultural, and dynastic flags, and to regulate their respective specifications and lawful use;
NOW, THEREFORE, WE, in Our Sovereign capacity and having duly considered the advice of Our Counsel, do hereby decree as follows:
