Article 3 — General Functions

The Chancellery is charged with the following general functions:
- The custody, maintenance, and authentication of the National Register, the registers of civil status, and all other public registers placed by law in its keeping;
- The drafting, sealing, and issuance of Letters Patent, Royal Warrants, and other formal instruments of the Sovereign;
- The administration of all matters relating to nationality, including the receipt of petitions, the verification of evidence of descent, and the recording of grant, loss, and renunciation;
- The publication of the Royal Kaharagian Gazette and the maintenance of the official text of all instruments published therein;
- The administration of the Royal Honours and the keeping of the registers of decorations conferred under the statutes of the several orders;
- Such further functions as may be assigned by law, by Sovereign decree, or by order of the Council of State.

In the discharge of its functions, the Chancellery acts in the name of the Sovereign and is responsible directly to His Royal Highness.

The Chancellery shall publish, at least annually, a report on the discharge of its functions; the report shall be tabled in the Royal Kaharagian Gazette and made available for public inspection.
